Resolution Center Not Working, Trying To Dispute a Scam

I have been trying for the last hour now to report and file a dispute on my account but each time I try it says:

"Let's try that again, looks like something went wrong on our end"

Same here. Can't get the transaction to actually go though to the resolution center after I choose it from my list.
