Resolution Center Inadequate

I ordered a product which arrived damaged.  I put in a case.  The resolution center closed the case, saying the vendor showed them the tracking that I received the item.  The problem is that I know I received the item, but it was damaged, and I expect some resolution from the vendor.  The person who reads these cases isn't paying attention.  They said I could appeal, but there is no link for this, and when I try to find out how, it takes me in circles.
