Resolution Center Claim

I lodged a claim with Resolution Center on 29 May for items not received.I contacted DHL and they confirmed that my parcel was returned to the seller.Resolution center keeps extending the estamated resolution date.The seller doesn't respond to my messages.Im from South Africa and are trying to get hold telephonically with PayPal but can't.They don't even respond to my messages.What must I do now ?
