I purchased an item in March and due to shipping postponements waiting a few months before contacting the seller. The seller has said they can't issue a refund through paypal as it is past the refund window and has stopped replying to my messages. I never received my item and have proof that states it is still in transit. Can I receive my money back somehow ?

You have up to 180 days to open a dispute for item not received on paypal.
Advice is voluntary.
