Requesting a partial refund without returning the item?

I purchased an item that was listed as 'Used - Like New (Excellent Condition', it was at best, 'Used - Fair Condition'. Is there a way to request a partial refund and still keep the item?

Edit: The refund would only cover the cost to fix the item.
