Requested a refund, the seller didn't respond 12 days and paypal didn't email

The deadline is 07/03/2018, and its 07/05 and seller didn't respond paypal didn't email me

and didn't update me in anything. is this normal?

 

I think that I didn't send the thread in the right place, if its not the right place then sorry,

its my first time using paypal community I wasn't sure about what choosing.

This is a massive problem. I have been waiting for 21 days since the seller does not respond.  Money is no return to me.
