Is there a way to report a PayPal account that is receiving money fraudulently??

Legal (bottom right of paypal pages) > acceptable use policy > theres a link on the word 'report' any violations of that policy.
It happens. Hit the "Login to Ask the community" button to create a question for the PayPal community.
