Reopening claim for a refund

I had opened a claim because the buyer had not been replying to messages for several days. he finally replied saying he could not ship out the items i have purchased. He then asked me to remove the claim so he could give me a refund, which i did. He told me he had sent the refund. But I have waited a month since i made the claim and i still have not received my refund. i am not even sure if the person issued me a refund. All i know is that i never received my items and i'm out like 200 bucks for nothing and I don't know what to do to get my money back because it will not let me open another claim. If I could have any help with this situation it would be greatly appreciated.
