Rejected Dispute for Pre-Order

I made a purchase on the 7th of August for an item on pre-order that didn't "ship" until the 18th of January (164 days after transaction date). It never ended up being handed over to the transport company that they provided the tracking through which never updated. I contacted the seller twice with no response and allowed time for covid-related delays as per their automated request. I've attempted to file a dispute which was immediately rejected for surpassing the 180 day claim limit. Is there any way to progress with this as the majority of the time had elapsed while the item was still on pre-order?

Sadly not, 180 days is paypals limit BUT if you funded your paypal payment via a credit card then your card issuer may be able to help you?
