Refunds

Hello I order some items off a women on eBay . I did not receive the items I. Which I ordered back in February. I contacted the seller she stated she would give me full refund but I have yet to receive it. She used PayPal I need for them to get involved but I did not have a paypal Account at the time .

If you didn't use paypal then how did you pay and what does this have to do with paypal?
