I ordered something back in June that was a preorder. I have never received said item. Seller use to respond saying they were having issues. But now nothing. I have been patient since there was a pandemic and I’m understanding. But it’s been almost a year. I have tried to file a claim but PayPal denies it since it’s been too long. Is there anything I can do to get a refund?

I BOUGHT ON APRIL 7-8 ONE AND THE SAME PRODUCT, paying twice for them at $ 197 each, in different tranches. When asking the buyer to correct the mistake and return one amount, the seller sent me to PAYPAL to return. Paypal refused me in this case with this buyer. Buyers refer to PAYPAL solution AND do NOT RETURN MONEY Is this correct?

Sadly not via paypal but if you funded your paypal payment via a card then you could talk to them but again they may decline as its been so long.
