Let’s say I transfer or send somebody money with the “send” feature in order to purchase something am I able to get a refund on this should the item not come or is this only available through direct PayPal purchasing?

Depends which option you use to send the payment, goods/services provide buyer protection but friends/family does not.
Also that protection is not a 100% coverall so best to read up on it in paypals user agreement so you can risk assess your transactions.
Also make sure you put a full description of what you are buying on the payment method in case you have to raise a dispute for item received but not as described.
Advice is voluntary.
