Refunds on an open dispute

I have been told by a seller that they cannot process a refund through Paypal until I close the dispute:

We have tried to process the refund amount of USD18, but due to the dispute status, the amount of the money is frozen by paypal. Please kindly close the dispute so that we can proceed with the refund operation. You can close Paypal dispute through the following way: Log in your Paypal account > enter resolution center > change the status of complaint into “closed”. After you close the dispute, kindly contact us by email <removed> (without the space) so that we can issue you a partial refund. If you still cannot close it, you can ask the paypal customer service to help you with that. I hope this can help you. Thank you so much and have a nice day.
