Refunds for returns postage / shipping - does not display on any screen

I have activated the RETURNS SHIPPING feature ( and that has been acknowledged ) but when I try to lodge a refund claim, there is no indication on any screen I can access that allows for a return refund to be lodged - how to do it ??

 

PayPal live help emails keep circling back to access via details that shows as a link on the transaction itself - nothing there for refund. So where to go ???

Perhaps the transaction is not eligible for Returns Shipping reimbursement. Has it been within 30 days of the return ship date?
