Refunds and things

Hello, So I was selling these shoes and the guy said that I had to request 1050.00 because that it how much they cost. I then got an email saying that I had to send of the shoes in order for me to get my money. So i sent the shoes off and get the tracking number and gave them the tracking number in order to get paid. So I then showed paypal the tracking number. Then they sent an email saying that he needed to send an additional $950 so that I can become a business account because my account was limited. So i requested the $950 and he sent it. So then it is saying that I have to refund him the $950 even tho none of the money ever got into my account. So how do I refund him when the money never got in my account. Don’t I cancel the $950 so that he can be refunded??? like since I canceled the $950 isn’t that the refund??? I am at a lose please help.
