Refunding is denied by the wrong ship back address??

I ordered some musical instruments at a shopping site and I received totally different a item.

When I knew the shopping site is a scam then I requested refund to Paypal.

Then Paypal asked for shipping back the item to seller and provided the ship back address.

I visited DHL to sent it back to seller, but they refused because the ship back address is wrong. Their address has a postal code as "000000" and it was not valid address.

So I entered 0 at tracking number and commented that "I can't send this item back because the address is not valid."

Paypal closed the case and denied the refund because I entered "0" as a tracking number. 

But I commented the reason why I entered the tracking number like that at the edit box below.

I sent messages several times but paypal just say again and again that the tracking number is invalid.

I don't understand Paypal's response.

Paypal should provide the valid address to ship back. That's Paypal's fault.

How can I enter the right tracking number even I can't send item back with wrong address?

I really want to refund!!

Already I tried several times with message center.

The answer is the same.

I don't know that Paypal even read my message?

I always said the shipping address was wrong and couldn't send it back and Paypal said your tracking number is not valid.

I think your message center have a chatbot that says the same answer.

Did Paypal check the shipping address? It has "000000 CN". There is no "000000" postal number in China.

I CAN'T SEND the item with this address.

Paypal should provide the right shipping address to me.

Why Paypal don't say to me the shipping address is right or not?

Because Paypal already knows this address is fake and don't want to refund.

DHL says they can't receive the item because they can't find any place in china  has "000000" postal code.

How can I send the item and take tracking number without sending the item?

Finally I got a message like this.

"I realise that this isn't the outcome you'd have wished for, but I hope you understand why we made this decision. While I cannot change this, I will make sure your objection is duly recorded."

That means Paypal has provided the wrong return address and has a fault, but doesn't take responsibility for it, right?

What is this?

Who people can use the payment through Paypal even they don't take responsibility for the probelm?

What's your policy?

Paypal is really really bad company.
