Hi, my paypal account is currently limited and i need to refund someone, they havent made a dispute as i agreed to refund them, but my paypal is not letting me refund her myself. I read an article saying Paypal can take money out of your paypal fund to refund the person on your behalf but i cannot find the email i need to contact to ask paypal to refund her, also does she have to issue a dispute??
