Refund

I have an ongoing dispute in which I have requested a refund from a seller. I ordered two items. One never arrived, the other item is a completely different item to what I ordered. I have been courteous all the way with the seller. I've been compliant and responded whenever paypal have needed me to. I've provided clear photographic evidence of what I can only describe as this crime. After waiting for months I have recieved a response from paypal in which they have stated that I can have my refund but only if I sent the item back. I have no problem returning the item but I refuse to pay the shipping cost back to china from the uk! Or from anywhere for that matter! I keep on messaging paypal but the system is set up so as not to engage. The same happens when I call them. What should I do? I feel so angry about this. Its looking to me like paypal favour criminal behaviour.
