An eBay seller sold me an item and said he shipped it. Never got the item. I told him I wanted a refund. He told me I had to send him a bill to get a refund.
Send the bill through Pay Pal. Is this right and if so how do I do this. I feel it's some kind of scam. Thanks for any help. Richard
