Refund

So I accidentally typed in an email address incorrectly and sent money to the wrong person and that person accepted it as soon as it sent. I emailed that person telling them that it did not belong to them and that they need to refund it and they will not respond. I’ve filed a case with PayPal and they denied it and I appealed twice and they keep denying it. Is there anything else I can do?
