Refund

I've ordered something a months ago, but the only thing I received was an empty box. I conctated the seller and they never answered. So I asked PayPal for a refund. After a months of reviewing my case, they told me that I needed to send back the product in order to get back my money. I tried to explain the situation to PayPal via email but they always say the same. What Should I do?

Return what you received ie an empty box back to the seller trackable and then give paypal that tracking number.
