Refund

Recently I was scammed on a few items. I filed a claim, and followed all of PayPal’s directions, as the seller made an offer that I agreed to, which was for me to send the items back and then he would issue the refund. However, he is not able to. Whenever he tries issuing the refund, it says “PayPal can’t send the refund to technical reasons” or something like that. When he checks the status of he payment I originally sent, it says on hold. Is there any way that they could release my money faster or a solution to this problem?
