I opened a case with PayPal last night about an eBay purchase that was an instant key, I revived the key and it didn’t work, I contacted the seller who gave me a few others which also didn’t work and I now cannot find a way to contact him and believe I may have been scammed. PayPal won’t let me open another case because of the “delivery date time” but obviously can’t be delivered. I would like to know how to open either another case or existing one to get a refund for my purchase. Thank you.
