OK so the money from the sale is on hold due to the 21 day funds availability hold and the buyer filed a credit card chargeback which PayPal deducted the chargeback handling fee putting your account in the negative. Seems what PayPal did is routine. Add funds to zero out the PayPal balance, if PayPal covers your loss pending outcome of the chargeback, you'll be reimbursed.
