I sold a iPhone XS Max my money was then on hold but then the buyer asked for a refund I said no but my money was taken from my account. The problem is that my account is minus but I didn’t use any of the money because PayPal took £17 for a fee and I couldn’t of used the money because the money is on hold PayPal is scamming me what shall I do?

OK so the money from the sale is on hold due to the 21 day funds availability hold and the buyer filed a credit card chargeback which PayPal deducted the chargeback handling fee putting your account in the negative. Seems what PayPal did is routine. Add funds to zero out the PayPal balance, if PayPal covers your loss pending outcome of the chargeback, you'll be reimbursed.

So your telling me to put money in my account and let PayPal take it and if they feel like it they will give my money back?

taking $20 or 17 GBP before the final outcome of a chargeback?????
