 I bought a card from an ex friend and he refuses to give me a refund it has been almost a year and he still hasnt given me a refund and what can i do that will let me get a refund on an item i never received from the guy

You can only open a paypal dispute for non receipt of item up to 180 days post payment, you are out of time now unfortunately.
