I had great experiences with PayPal refunds so far but this is the first time a larger sum is in question so what happens in the following scenario: you are preordering a laptop and pay 50% upfront for goods and services. The seller does not give you a laptop and just withdraws the prepayment you sent You issue a PayPal refund There are no funds in the sellers PayPal Are you able to receive and how do you receive the refund in this case?
