Refund question

I sent payment to a seller. I found out it’s a scam. The money was sent to him but it in status on hold (PayPal is temp keeping the transaction). I opened an dispute ticket, and asked for a refund. The seller agreed for a refund but he says the he want to refund but the money is still on hold and I should close the case. I don’t want to close the case as it’s not really closed as he never refunded. He says that I should close so he can get the money that is on hold and refund once received the money. What should I do?

If you had to close a case to get a refund then it would be pointless opening one.
NEVER close a dispute / claim until you have a refund.
If the seller issued a refund then that would close the dispute automatically.
If he doesn't escalate to a claim.
Do not close it or he can ignore you and you can't open a second dispute OR re-open a closed one.
