Refund problem

PayPal refunded $140 to a credit card that was stolen from me. They have refused to address this and I have fought them for four months. My bank has no record of this refund because as soon as the card was stolen they closed the account. It’s like the money is out there frozen and I can’t access it. PayPal is impossible to get a hold of by phone, and anyone that I speak with via messaging tries to deflect and is unable to help me in this matter. Anyone have any advice?
