Refund payments

unfortunately I scammed by some one  after i send him 400 USD  but after he got the money nothing done!! so i make a case in paypal then after some txt between me and him in paypal site and after he give me personal promise to solve the problem so i have canceled the case in pay pal  resolution , but after time he did not do his promise again 

so now i like to refund the money 

by the way this is number of transaction in october 05 2019

If you had to close a case to get a refund then it would be pointless opening one.
NEVER close a dispute / claim until you have a refund.
If the seller issued a refund then that would close the dispute automatically.
If he doesn't escalate to a claim.
Do not close it or he can ignore you and you can't open a second dispute OR re-open a closed one.

Can't help you refund, you closed the case! That means you are satisfied without outcome of case. Never close case when you did not receive a refund or goods to your satisfaction. Contact paypal customer service to see if you can reopen case, if not, and you paid with credit card, file a dispute with your card issuer.
