I opened a case with PayPal due to a seller not delivering item, had no contact with seller after she breach contract but as soon as I contacted PayPal she contacted me,is swearing she paid them the money to pay me back but in the case it states seller hasn’t responded. I escalated case today and still nothing and she keeps emailing me asking did I get my money. Does PayPal have a phone number where I can talk to a real person?

If she issued a 'refund' you would have had email confirmation and the dispute would have closed if you opened it for non receipt of item.
