I paid someone for a product but I used the family and friends option so they don't have to pay seller's charge. The person has refused to deliver the product and has blocked me off her Facebook which happens to be the only link I have to her. Can I claim my money back? Thanks in advance

You broke Paypal rules and risked your account being limited to enable a seller to accept a payment and avoid paying his Paypal fee and you now want buyer protection??
Sorry you lost that buyer protection when you helped him evade paying his Paypal fee.
You sent him a 'gift' of money.
Advice is voluntary.
