Refund for transaction

A few days ago I got an email saying a person has bought a product from me, but PayPal thinks the person who actually owns the account is not the one who sent the payment. So they held the payment for 24 hours to check what happened. A day later, I get an email saying that she did not send it herself and I had to give her a refund. If I didn’t give her a refund I would have to face some consequence. So I did and then later I check my account to see a couple of dollars seem to be missing from what I’m assuming is the transaction fee. So in the end, I lose a few dollars for something that’s not even my fault. Anyone know how I can get it back because PayPal won’t even let me contact them myself I have to contact the buyer. Also the case ended up being in her favour which makes no sense to me AT ALL. Any help is much appreciated!!
