Refund for items not received

The seller is willing to refund my purchase, but only if I send back the 1 pair of shoes (out of the 5 I ordered) that I received. They will only send once tracking info is received. Problem is the shipping cost is almost half the price of my refund. Thats not fair. Especial when they just flat out didnt send my full purchase. What do I do?
