Refund for item not working

Hello, I purchased an item from Hobbii and they are located in Denmark.  It arrived but it does not work.  I have contacted the seller by email several times and no response.  The item is as described it just doesn't work.

As the item is not working, please open a dispute on the transaction for an item not as described. You can still use this dispute reason if the item is faulty.
