Refund for item not received and not despatched by selller

hi there, 

i hope you can help

i opened a dispute with my credit card company, for na item not received

But my card provider refused to refund me, and they will close my dispute

i have a case open with paypal, will paypal refund me if my card provider closes my case?

 

i dont want to be out of pocket, the seller is a scammer and did the same to another buyer after scamming me

there is feedback left on sellers account from myself and other buyer, for item not despatched or recieved

i paid with paypal, i am covered by buyer protection

But i am worried, if my bank closes dispute. Will paypal close dispute too?

I should not be charged for something i did not received
