Refund for Ebay customer

Hi.
My customer didn't receive a item and opened a case. I'd like to send a refund but I can't.
When a click 'refund to the buyer' I see message :

There was a problem sending your refund to the buyer

To try again or to see what's wrong, go to Paypal.
How can I fix it ?

How are you trying to fund the refund?

1. Bank account (not a debit card).

2. Funds (cleared) in your paypal balance.
