Refund dispute

Hi everyone, Just wondering how I can escalate a dispute please. I haven't received an item I ordered 2 months ago. Just because the seller has provided tracking information, this is deemed sufficient. The company keep on leading me up the garden path, not knowing who delivered it. I have already asked everyone including Royal Mail and they haven't got a clue. So the company has won without me receiving a single thing. I really don't think this is acceptable. Thanks a lot.
