Refund dispute

I purchased a small hair piece through e bay and paid through pay pal on 5.11.19. This was returned on 18 11.19 in the same small envelope I received it in.I did not get a return ID no, I just sent back through the post. The company and I have exchanged many messages through e bay. To cut a long story short the seller has tried to refund me through pay pal and they have not given me the refund. I sent them a dispute which they have declined and stated twice it does not fit their qualification but only send out a generic message with no proper explanation even though I have sent them proof from the seller that they have attempted to refund through pay pal. I have asked them to ring me.
