Refund an dispute

I ordered a hair curler , when received it was not as advertised an had charger missing , I tried to ask for refund an seller basically refused , so I opened a dispute, PayPal told me to return the item which cost me £15 I then put the tracking number on the dispute paige like advised , I received info from Royal Mail to say item was received, but that same week I received a msg from PayPal saying my dispute has gone in the seller favour an I am not due a refund so I’m now down postage money plus the money I spent on item an also do not have the item , what can I do about this as PayPal are ignoring my msg I am going to name an Shane the seller an PayPal on social media as this has been going on for 4 months now
