Refund after submitted dispute in resolution centre

Can I still get refund from seller after submitted dispute in resolution centre and got declined?

If the seller offers a refund then yes.

Otherwise can't advise as you haven't said which dispute you opened and what happened.

I filed the claim as unauthorised transaction after my vpn account was compromised and reinstated , the account was deactived and canceled long ago.

i submitted the dispute while contacting the service provider, the service provider has agreed to proceed with a refund while Paypal has emailed me

a denied claim.
