I am trying to do a part refund for a buyer on ebay but every time i try it keeps telling me to try again later. the buyer keeps emailing me they sound like they are geting frustrated as am i.

I am sorry to hear you are unable to issue a partial refund. Is there an open dispute on this payment? You have 180 days to issue a full or partial refund to a customer, is the transaction still within the 180-day time-frame?
