Refund - Fraud

I  sent a payment for a ticket to an event roughly ten days ago but ended up being the victim of a fraud and never received any tickets. I have tried contacting the seller numerous times but have not received any response. I have got a crime reference number. But I can't seem to open a case against the individual for the sum paid. Is there any way to open a case or claim a refund?
