Refund/Dispute advice

Hi Guys,

I ordered some graphics to be designed 2 months ago online, very basic ones, and still have not received them.  I originally opened up a claim and they responded saying I agreed to the terms and conditions that they can change the delivery date at any time (even though I did not check anything, it was in small print) and on the website I did not see the no refunds sign....However I have not received anything and to me it sounds like I'm being ripped off.  If I open a claim back up do I have a claim?
