Refund Declied by Seller's Bank

So I recently paid 4,500 EUR for a service.

 

The seller said that the payment was pending in his account and that he would not be able to carry out service unless the payment was released. I trusted him and confirmed receipt.

 

So a week passes by and then I am notified by the seller that he would not be able to carry out the service and would refund me. He issued the refund however it was declined by the seller's bank and is now pending and the date of refund has been pushed back by another week.

 

Now, if the refund is declined again, would PayPal issue me a refund? I'm aware I clicked 'Confirm Receipt' however I have evidence (screenshots of our conversations) which clearly proves the service was not carried out. I tried to open the case for it in the Resolution Centre however it won't let me.

 

I'm freaking out because this is a HUGE sum for me. PayPal community, please clarify! Thank you!
