I was to be issued a refund because i believe the seller is fraud. It states cancelled and claim states closed. How is it closed if I havent received the funds back or if the seller doesn't pay.

Because technically, a refund was issued, closing the dispute. The seller’s PayPal balance/bank account had no money so the refund failed. You won’t be getting a refund at this time, I’m afraid.

Contact customer services and state the refund from the seller failed and they should open another one for you.
Contact options for Paypal are accessed by clicking help/contact bottom left of Paypal pages...
1. Paypal phones are slowly re-opening and increasing in numbers (you can use the guest option if you can't log in).
2. Live chat is also randomly available.
3. You can send them a message, during business hours you may also be able to message whilst logged out.

4. Have you considered contacting Customer Service via Facebook or Twitter?
