Recurring Payments

I have not used my Paypal account in years. It is a business account.
About once per year I would log into the account and it would say I have a balance of about $8.00. I would never see an amount in the Activity"screen, because i have not made any transactions. So I just let the $8.00 sit there. It wasn't enough for me to concern myself with and it wasn't going anywhere.
While flipping through the screens today, I noticed there were two recurring payments listed as active from 6 years ago in 2012. I quickly cancelled these. However, it shows an outstanding balance for over $900.00. Now I know there were no transactions completed for these "recurring payments" as I haven't had an account tied to paypal in many years (maybe since 2012), so I know no money was sent to them.
Is paypal looking to collect this amount and send it on to these companies as soon as I link a bank account and begin to use my account again?
If so then I think it is time to close this account and never look back.
