Receiving items that are not what they are claimed to be

I bought 2 items that had a picture of what I was ordering, 2 arm rests with chrome sliders that fit in between console and seats with wireless charging Paid extra to have them shipped priority. Took 42 days to receive and when they were received was not the items I ordered were not as described. they are about 3" high closed and 5" high extended, and no wireless capabilities whatsoever. I've tried to contact paypal and since I already had contacted them about the delivery problem, there is no where to contact them about faulty items

Click Help at the top menu and then click "Message Center" to message PayPal about changing your initial dispute type to "Significantly Not as Described". Provide the PayPal dispute case ID in the message for reference.

- I am not able to claim my money...which I have received on my Email in Payments Archives
- Refund because of wrong items received in Disputes and Limitations Archives
