Received a negative balance because of fraud.

So somehow a person was trying to transfer $200 from my bank to my PayPal then to them. 

I contacted this user via email & they told me someone got their account and was trying to buy things with it.I then contacted my Bank to report fraud, they told me that if there is a transaction it will be stopped. I also contacted PayPal and told them that this was not me yet they still seem to believe that it was legit. I did dispute it in the resolution center, and they still think it's legit. 

I have never in my life sent money to anyone via PayPal and I never had plans to at all. I can't even add money to my account because I never finished the verification process. I literally only made a PayPal account to receive money. PayPal support seems completely useless and brain-dead, they rely too much on automated outdated systems.
