I purchased an online commission for something I needed done. I gave a reasonable amount of time to do it, and payed through pay pal. I am in contact with the seller throughout the process, and they keep reassuring me that they will be able to complete the project by the due date. They didn't deliver on time, or at all that matter. I asked for a refund, but they didn't respond at all, so I had to create a dispute. The only thing I posted(to paypal) was the receipt of purchase. I didn't think it was necessary to post anything else. I would like to get my money back, so is there any way I can re-open the dispute, or do I need to make a new one?
