Yes, I sent all the documents and called them by phone 15 times to no avail

You will need to phone their Customer Service team, request a case status and then receive a breakdown of the situation. If the adviser confirms that the documents are still in the queue, ask for a time estimation, as this can sometimes be provided to a customer.
Normally, when an account has lost money handling privileges, limitation appeals are reviewed within 24-72 hours. You will need to remain on the line with them, until you either understand the present predicament or are satisfied with a provided outcome.
